Purpose:  The Village of Chama, New Mexico has received funding for a Wastewater Treatment Plant Lagoon Closure Project through the Clean Water State Revolving Fund (CWSRF), administered by the New Mexico Environment Department Construction Programs Bureau (NMED-CPB). The NMED is in the process of gathering information for an environmental review of the referenced project.

The Village proposes to decommission two existing but no longer used wastewater treatment lagoons to comply with the permanent facility closure conditions required in the Village’s existing State Groundwater Discharge Permit (DP-248). The existing lagoons were taken out of service upon completion of the Village’s new wastewater treatment facility in 2018. The lagoons are located in the Village of Chama, Rio Arriba County, New Mexico on Village property. This proposed project would decommission the existing but unused wastewater treatment lagoons to meet the closure conditions required by DP-248. 

The purpose of this public hearing is to present applicable laws and/or regulations, to review the draft Environmental Information Document, seek public comment, identify issues of concern, present the sludge disposal options and enlist public participation in development of the project plans.
