As you may remember, the 2017 Comprehensive Plan, Española: Beyond Boundaries, recommended the creation of several Metropolitan Redevelopment Areas (MRAs) throughout the City. The designation of an MRA is an economic development tool created by NMSA 3-60A-1 to 3-60A-48, and its creation focuses funds and attention on an area that is in need of improvements (“blighted”). The first step in establishing an MRA is to create the boundaries of the district. Per the recommendation of the Comprehensive Plan, the Planning & Land Use Department drafted a boundary on the southwest side of town and centered on the Plaza de Española. This draft boundary includes commercial, residential, governmental, educational, private and nonprofit-owned properties. This boundary proposal will be presented for discussion only to the City Council on February Tuesday, February 11, 2020. We will introduce it for final adoption on Tuesday, February 25, 2020.
