Española Pathways Shelter (EPS) Public Hearing At NNMC September 12 AT 6:00pm

Dear Española, Rio Arriba and Tribal Community Leaders,
Ralph Martinez and I invite each of you to attend this Planning and Zoning Commission Public Hearing to be held at the Eagle Cafeteria at Northern New Mexico College this Thursday September 12 at 6:00pm.  
NOTE: District Attorney Marco Serna and State Representative Joseph Sanchez will speak about the vital intersection within our systems of care. i.e: Re Route, Hoy Recovery, Presbyterian Hospital, Delancey Street, Inside Out, Barrios Unidos, our public schools and college, the incoming residential behavioral health program at the former Nursing Home and the Eight Northern Pueblos – Circle of Life networks and more…  The framing of these systems through the ACES Institute, which Dr. Bailey has helped to manifest can become a foundational part in how we move forward through historic and cyclical adverse childhood trauma.
We believe that this Public Hearing is a pivotal opportunity to shift the dialogue towards real solutions and to begin addressing the growing population of homeless men and women in the Española Valley and Rio Arriba County at large. The long term challenge across sectors is permanent public housing strategies i.e: workforce, dormitories and transitional living settings. We believe that the pathways initiative, in fiscal partnership with the New Mexico Coalition to End Homelessness (NMCEH) and the Mortgage Finance Authority (MFA) will catalyze our community to unite and solve this ongoing need over time.  
Currently, our diverse EPS team has vetted more than 12 properties over the last nine months and we have arrived at (3) three options for the proposed location for the EPS low barrier emergency shelter : Plans A,B,C.
Plan A – Calle Delgado property is the focus of the public hearing for a special use permit. It is situated within a residential neighborhood off Railroad Ave on the west side and has strong opposition – we have convened, listened and honored the needs and concerns of all sides to this complex equation for nine months. To that end, we will quickly outline the Plan B the former Nursing Home facility and then pivot to what we believe is the most viable site Plan C the Branch Property located on Riverside Drive in the former Fox Chiropractic building and shopping mall that formerly housed the Aarons Furniture store and Blockbuster videos. 
The owner of this property, Mr. Jeff Branch believes in our mission and vision to invest in a continuum of care that includes deliberate workforce training development in the upper retail spaces.  A phase 1 plan is to lease with the option to purchase, the lower portion to install the (10) men and (10) women emergency shelter replete with rigorous house rules/policies and procedures, intensive case management and customized supportive services by November 15 2019. 
Phase 2 (2020-2021) will include the full property purchase/build out for a Pathways café and coffee house, the Pathways Landscaping business and Pathways Community Art Gallery and Co-op as well as Pathways Healing Center.
